This mod is not opted-in to receive Donation Points. This little plug-in allows you to enchant items with constant effects using the souls of powerful monsters (i.e. Winged Twilight, Deadroth etc) which have a minimum of 300 soul. Basically every soul gem with a capacity of 300 will enable the constant effect feature, just click down in the left corner to change it from 'cast when used' to 'constant effect'.

Your First Constant Effect Items and Why? I'm just curious which CE enchantments people choose when they start having the resources to either create these, or have them created. For me, it tends to be a ring enchanted with Water Walking, Bound Bow, and Bound Sword. The minimum soul level would be 400, and the maximum you should use is also 400, as the higher would be wasted by the item enchant capacity cap. When using a Golden Saint or Ascended Sleeper soul, you should have Constant Effect as an option along side Cast On Use or Cast On Strike. On the pc I used to make some items that had constant effect summons on them, weak stuff like Clanfears but still, I am wondering wether I can do this on the xbox version aswell and if I can, who sells the highest summon available for this enchanting?

Nope. Sorry mate . It didn't make it through the game because it would be a pain just like the Invisibility enchantment(Which also didn't make it through the game). If your conjured creature died, you would have to un-equip and equip your armor.You would do that a lot if it was a weak creature(Scamp/Clannfear). You'll just have to use the spells. Although there is a way to mod the Xbox. You need to buy a special tool. There's a video of it on Youtube but if Microsoft catch you modding they'll kick you from Xbox Live.

I don't know if I made it clear or not, this isn't a glitch exploit or anything, it's simply an enchantment? Now the Daedric Tower Shield has the highest enchantment in the whole game, IF the 'Constant Effect Summon'* is in fact still in the game, what is the highest summon I can add to the shield?
*to save time, I'll just find out myself.

Seems like Dragour probably found the answer on his own, but I want to make clear that you definitely can use constant-effect summons. As you said, it can be a pain when they die, but that doesn't mean the option to do so isn't on the Xbox (or maybe it's just because I have the Game of the Year edition?).
Personally, I like enchanting exquisite jewelry with constant effect bound armor and filling in the open slots with steel pieces. It looks nice and it offers some pretty good protection at lower levels. Advice though: never ever repair a bound item while it's part of a constant-effect enchantment. When you remove the item enchanted to summon the armor pieces you'll get a duplicate of the repaired item that you will never be able to remove from your inventory (and I believe a couple times it caused my game to freeze up).

Thanks Oathbreaker, that answered half of my question-'Can it be done?' but now my other question still stands XD what is the strongest summon that can be 'Constant Effect'? (I'll even use Vivec's soul if it takes that much)

That, you'll probably have to look up, unless someone else knows off-hand. And it's not so much the size of the soul that matters for constant effect (you'll still need a Golden Saint or better for it), but more the item you're enchanting. Exquisite rings and amulets have a capacity of 240, and I think the Daedric Tower shield has something a little higher. You'll probably have to learn the summon spells and see what capacity they require as constant effects. I'll try looking at the wiki info to see if I can find what can fit. I'll edit my post if I do, and if I don't then... sorry. You'll just have to do trial and error.
